Government departments have perverse incentives to excessively fine people and confiscate property via civil forfeiture. A constitutional amendment, requiring that any fines or fees be either given to the state treasury or returned to tax payers via tax refunds, would fix this problem.
Without the ability to fund their departments via excessive fees, parking tickets, traffic tickets, civil forfeiture, and other seizures, we can return to a state where the police work for us rather than for themselves.
