The history of our nation's highway system abounds with the pitfalls of 'leadership from a distance’. Whether wiping out entire neighborhoods or enabling sprawling suburban development, we still feel the effects today.

-Municipal leaders get 'veto' authority over transportation expenditures within city limits.
-Cap state funding for new or expanded roadways at 10% of total state transportation expenditures, except where directly requested by a local governing body.
