Four Californians allows counties that border Nevada, Arizona and Oregon to determine which state they wish to affiliate. The idea is simple. The number one job for every government is to be communicate accurately and clearly with its stakeholders. This has become hard, despite initiatives like open data. Most government information is stuck in legacy systems, making it difficult for non-technical people to engage with the data. Make initiative petitions available for review and signing at any county office that serves the public. This will reduce the expense of putting an initiative on the ballot by using fewer paid signature gathers.
Establish a 2 term limit for all county elected officials - supervisors, district attorneys, judges, assessors, sheriffs could only serve 8 years in office (12 for judges)
