The Two to Three State Solution

My proposal is to split California into two states, Jefferson and California. If need be, my proposal has a flip side where it gets split into three states, California, Jefferson and New Spain (I need a better name for New Spain). Twenty-one Northern California Counties have 9 state level representatives while the southern 38 counties have 111 state representatives. The Jefferson Declaration Committee has 21 Declarations and Petitions to withdraw from the state of California signed by County Boards of Supervisors. Four Californias

Four Californians allows counties that border Nevada, Arizona and Oregon to determine which state they wish to affiliate. The idea is simple. The counties that border neighboring states have the right vote to succeed from California and join that state.
