Better representation along Sierra-Nevada mountains

The (now defunct) "Six Californias" idea was very interesting. I wondered who drew the lines, why they were drawn there, and especially disturbing: who named the resulting states. Traditional Banks earn billions on the float of deposits held by the bank. Most people need a checking , savings, or everyday types of loans. The State Bank of California, would open checking and savings accounts and originate car loans and mortgages or re-fi, This service would create jobs and income for the State with little risk. Water and drought management is a cross state topic which needs efficient instruments for state and federation.
