There isn't enough run off to preserve the Salton Sea at current levels of salinity or size. As it shrinks the exposed lake bed, filled with 100 years of agricultural salts, will lift up into the wind and blow poison everywhere. The ideal solution would be to route more fresh water into the lake but long term that would not stop the lake from becoming dense, lifeless brine. This is the problem with the state's own ...more »
Having two legislative bodies based on population doesn't make a whole lot of sense... the legislature then is it's just a bunch of overlapping districts. My idea is to eliminate the Senate AND double the number of Assemblymen per district. Votes get to cast only 1 vote for representation in their district. Today all property taxes for schools flow to Sacramento who in turn allocates funds to school districts using it's opinion of how much goes where. My proposal is to get the State's hands off that money and have all school based property taxes remain in local hands. Get rid of the existing state Senate and replace it with one where each state Senator district is the county where they live.
Elected term is 6 years.
Three Senators per county one of which is up for re-election every two years.
A person can stand for re-election once.
Change the state Constitution to limit all state level spending to +/- 2% of a inflation adjusted per-capita spending target that is the average of the spending targets over the previous three years . All off-budget spending, debt expenditures, etc., are included. Annual servicing of of long term liabilities etc. are included w/o regard to whether an expenditure is actually made. The last mile in the internet infrastructure is most often found hanging on telephone poles in everyone's neighborhood. To get there companies needed to get a franchise from the city, one that almost always specified a local monopoly. If we are ever to break the last mile monopoly of COMCAST, AT&T, et. al the state needs to nullify those clauses the have granted monopoly access to poles on a city by city basis as well ...more »
Turn the Delta into a National Park and have the Fed's pipe in water from the northwest to keep it wet. The Sacramento/San Joaquin Delta is the only inverted river delta in the world -- the apex points inland and the big, wide base faces the sea. Splitting the stae is the right idea but the previous proposal for six new states was dumb because several of the proposed states were too small. A 3 way split would work, possibly 4 way. Consider this: When California was a territory the residents wanted to join the US as two states: North and South. Don't laugh but California at present is a one party state. Things are not going to get better unless political control periodically changes from one party to the other.
